The Worldwide Aviation Support Services (WASS) program, an AAR business, headquartered in Rockledge, FL, provides global, world-class expeditionary and conventional aviation solutions to the US Department of State Air Wing.
Role Description:
The Flight Operations Support Manager is a key leader within AARs Worldwide Aviation Support Services WASS aviation operations team supporting the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs INLA. This role manages a large cadre of aviation support personnel to include base operations, mission planners and coordinators, and worldwide aircraft tracking and control while ensuring standardization across the program. The manager interfaces with flight crews, functional managers, outside contractors, senior AAR WASS leadership, and Department of State officials to ensure global flight operations are executed professionally and in accordance with program policies, procedures, and contract requirements.
Key Responsibility:
- Standardize policies and procedures for flight operations, base support and aircraft tracking-reporting.
- Manage program wide aviation support personnel training and standardization and ensures personnel are fully trained prior to deployment and executing their duties in accordance with IAW program directives and standards.
- Oversee personnel actions and program wide hiring to maintain sufficient manning to meet mission support requirements.
- Develop, coordinate, and publish Standard Operation Procedures SOPs, Work Instructions WIs, and Operations Directives ODs to ensure coordination, reporting, and performance meet contract operational requirements and standards.
- Manage the operations modules within the Management Information System MIS and SharePoint systems of record.
- Serve as the Operations subject matter expert on all operations-related reporting, ensure accurate and timely contract and operational reporting to include Contract Deliverable Requirements List CDRL.
- Ensure program wide reporting is accurate, timely, and professional, correct errors promptly institute corrective measures as required.
- Manage and standardize the flying publications program, maintain current paper-electronic publications that include over 125 Electronic Flight Bags EFBs and relevant DoD FLIP and Jeppesen products.
- Lead the programs hurricane response - Continuity of Operations COOP capability and posture to ensure uninterrupted command, control, and communications capability in the event of a destructive storm or other catastrophic event.
- Provide coordination and subject matter expertise SME support on the capability, operation, visualization-display, and maintenance, of program flight tracking systems and software.
- Liaise with vendors, contract-procurement professionals as required.
- Create, modify, and submit flight plans and travel requests in the Aircraft and Personnel Automated Clearance System APACS, ensure compliance with Foreign Clearance Guide FCG and country-specific diplomatic clearance requirements.
- Review and approve APACS drafts, verifying full FCG compliance prior to submission.
- Maintain a 100 percent accurate, daily accounting of program wide flying hours, generate reports and develop flying hour forecasts for contractual and program reporting.
- Serve as Operations Emergency Action Plan EAP liaison to the Director of Safety, ensure EAP actions and procedures align with program operational and safety standard.
- Manage the efficient coordination and execution of program relocation flights.
- Coordinate complex movements with the Department of State, Department of Defense, flight service vendors, Country Teams, the Program Management Office PMO and site Program Mangers.
- Ensure 24-7-365 monitoring and contingency response capability across the program.
- Ensure the worldwide emergency beacon capability remains operational and reliable.
- Contribute to the development of contact proposals, budget estimates, requirement development, and executable plans for current and future operations.
- Routinely liaise with Department of State and program leadership. Identify, mentor, and develop future leaders for supervisory and management roles, foster strong leadership across management teams.
- Assist in the performance of Air Operations Officer duties when required. Work multiple shifts, night-weekends-holidays, and extended hours during surge or contingency operations.
- Deploy and operate in austere, remote, and or high-risk environments as mission requirement dictate.
- Perform secondary aircrew duties if-when qualified.
- Perform other duties as assigned.
