Job Description:

The Payroll Senior Director will serve as a trusted advisor to senior leadership on compliance matters and process improvements while partnering cross-functionally with HR, Finance, Legal, and IT.

Responsible for processing in-house payroll for 10,000 employees across 45 legal entities and all 50 states. Employee population includes individuals covered by over 30 collective bargaining agreements, Davis Bacon Act (DBA), and Service Contract Act.


Responsibilities

  • Manage a department of over 25 employees ensuring the team has the necessary skills and training to support a dynamic and growing organization. Lead, mentor, and develop a payroll team, fostering a culture of accuracy, accountability, and continuous improvement.

  • Process multiple foreign payrolls in various currencies with assistance from outsourced support. Understanding of how to operate in a multi-currency environment subject to varying foreign tax laws.

  • Manage the administration of electronic timekeeping systems along with implementing controls over the timeliness and accuracy of labor postings and timesheet corrections.

  • Process direct deposits, manual checks, and out-of-cycle payments, to ensure employees are paid timely and accurately.

  • Partner with HR, Finance, and IT to ensure payroll processes integrate seamlessly with HRIS, timekeeping, and financial systems.

  • Manage and oversee timesheet work schedules and payroll schedules to standardize back-office operations and improve efficiency and employee experience.

  • Ensure compliance with federal, state, and local wage and hour laws, tax regulations, and company policies.

  • Provide executive leadership with timely and accurate payroll metrics, insights, and root cause analysis on incorrect or delayed payments.

  • Manage PTO and other leave accruals to ensure employees are receiving timely and accurate leave benefits and leave pay-outs.

  • Payroll Taxes:
    • Manage payroll tax filings, payments, and disbursement recordings to ensure all tax payments are calculated and recorded timely and accurately. Implement controls to ensure that payment amounts reconcile to system tax calculations.
    • Implement internal controls and reporting to ensure that all remittances to payroll tax service provider have been sent and accepted by the Federal, State, and local tax authorities.
    • Develop processes to validate that quarterly payroll tax reconciliations have been done for all Federal, State, and local tax remittances. Ensure the payroll tax records in the ERP match the records of the various tax authorities.
    • Create log of payroll tax penalties documenting amount, root cause, and corrective action to prevent recurring issues.
    • Lead W2 issuance and reporting. Design processes that validate accuracy and reconcile amounts back to ERP system.
  • Unions & Ganrnishments:
    • Establish controls and processes to ensure that all garnishments and tax levies are implemented timely and accurately.
    • Create system generated allowances for various employee payments.
    • Implement processes to ensure that union payments reconcile back to amounts recorded.
    • Oversee union audits to validate the accuracy and completeness of union dues and union sponsored benefits.

Qualifications

  • 10+ Years of progressive payroll experience including 5+ years in a leadership role.
  • Proven track record of managing a multi-state payroll environment.
  • Exceptional leadership, communication, and interpersonal skills.
  • Strong analytical, problem-solving, and process improvement abilities.
  • Certifications: Certified Payroll Professional (CPP) preferred.
  • Ability to operate strategically while maintaining attention to detail.
  • This Hybrid position requires that you live within commuting distance from Herndon, VA
