Job Summary

To ensure a safe and efficient Air Navigation System, the incumbent will flight test, ground validate and investigate issues with aircraft and ATC operations, instrument and visual flight procedures primary to the determination of air navigation system requirements and to provide executive transport. The incumbent will operate as pilot in command of the CRJ200 and will transition to the King Air 360ER in 2027.

Key Accountabilities:

  • Analyzing data from various aircraft systems to ensure an instrument procedure is operationally suitable for the type of aircraft flown to validate aeronautical information.

  • Completing technical assessments of certified and experimental aircraft communications, navigation and surveillance systems.

  • The testing of communications, satellite-based navigation and surveillance systems to analyze, promote and implement new aviation technology.

  • Conducting and managing test flights of fixed wing aircraft to determine compliance with airworthiness standards for aircraft communication and navigation systems.

  • The conduct of aerial surveys for the certification of obstacle data in the Canadian ANS.

  • The investigation of Aviation Occurrences that are related to Communication, Navigation or Surveillance issues.

  • The provision of quality assurance analysis and assessment of radar, satellite and conventional navigation procedures.

  • The flight inspection and calibration of communication, navigation and surveillance ground equipment.

  • Manage and identify mission objectives, estimate resource requirements, assign work, recommend and approve tactical plans, manage aircraft crew across three union groups, to appraise and report on crew performance while considering daily aircraft operating budgets.

  • Piloting of aircraft.

Job Requirements

Education:

  • Possession and maintenance of a current Canadian Airline Transport Pilot Licence (ATPL), Class 1 Instrument Rating (IR) and Radiotelephone License.

Experience:

  • Minimum 5,000 hours flight time in aeroplane with 1500 hours flight time in multi crew large aeroplane as pilot-in-command.

  • Experience in flight operations procedure development, safety management systems, CRM facilitation and training.

  • Experience leading or conducting projects and/or programs.

Knowledge: 

  • Expert knowledge of aviation regulations and standards across Canada, the United States, and ICAO, including aircraft operations, specialty aircraft, and flight inspection activities.

  • Comprehensive understanding of airspace and air navigation systems, including airspace structures, navigation aids, instrument procedures, and ATS specialty procedures.

  • Expertise in flight inspection and testing, including calibration of navigational systems, post-maintenance test flights, and certification of visual and electronic aids to navigation.

  • Strong knowledge of aircraft systems and operations, including avionics, flight management systems, simulators, and the operational characteristics of civil and military aircraft.

  • Ability to assess and manage operational risks and make independent decisions, including authority to revoke procedures or remove systems from service with awareness of safety and financial impacts.

  • Experience representing NAV CANADA nationally and internationally, providing expert input on airspace, aircraft operations, and procedure development in collaborative forums.

Abilities:

  • Develop and write standards, specifications, procedures, and manuals related to instrument procedure validation, aircraft operations, and flight testing.

  • Instruct peers and subordinates on new specialized systems, procedures, and operational techniques.

  • Execute precision flight profiles to support technical flight inspections, while managing air traffic, weather, and ATC coordination.

  • Lead and manage a 6 person aircraft crew for up to a 6-day duty period, ensuring safety, security, and effective resource use in high-risk environments.

  • Identify and mitigate operational deficiencies in airline procedures, aircraft operations, and airspace structures to prevent safety risks and financial loss.

  • Make decisions and recommendations with national impact on civil aviation safety, maintaining situational awareness in complex and high-risk flight environments.

Personal Suitability:

  • The ability to lead a team and coordinate external agencies and personnel to accomplish high precision tasks in a high risk and complex matrix environment.

  • The ability to exercise initiative and judgment in matters related to the approval or rejection and / or the recommendation of changes to all types of instrument approach procedures, airspace reorganization initiatives and airport arrival and departure procedures which are critical to the proper function of the air navigation system.

  • Demonstrates strong interpersonal and behavioral skills, including a consistently positive attitude, commitment to service and achievement, and a respectful, team-oriented approach—especially when working closely with the same crew on extended missions.

  • Exhibits flexibility in leadership, confidently transitioning between leading and supporting roles depending on the operational context and crew dynamics.

  • Values and actively contributes to a collaborative team environment, recognizing the importance of shared responsibility and mutual support in achieving mission success.

Working conditions:

  • This position involves performing administrative office duties for approximately 50 of the time.

Flexible work arrangements:

  • This position is a hybrid position with a minimum – 3 day(s) per week on site.
